What are executive core qualifications (ECQ)? Which is most crucial to public administration?

The Civil Service Reform Act of 1978 created the Senior Executive Service (SES) to provide career leadership. Executive Core Qualifications (ECQ) are the leadership skills, designated by the Office of Personnel Management (OPM), required for entering the SES.

ECQ 1: Leading Change- This executive core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals.

ECQ 2: Leading People- This core qualification involves the ability to lead people toward meeting the organization’s vision, mission, and goals.

ECQ 3: Results Driven- This core qualification involves the ability to meet organizational goals and customer expectations.

ECQ 4: Business Acumen- This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5: Building Coalitions- This core qualification involves the ability to build coalitions internally and with other federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Each of the five Executive Core Qualifications are important. If I had to choose which ECQ is most important to public administration I would have to choose Results Driven. The ECQ Results Driven exemplifies what is crucial to public administration, meeting the customers expectations.
