To make a successful “Supplier Appraisal Checklist” for fuel suppliers, ADNOC could employ the “10Cs Model” during the development process (CIPS, 2018). The 10Cs include:
- Competency
- Capacity
- Commitment
- Control
- Cash
- Cost
- Consistency
- Culture
- Clean
- Communication
Competency
This would be based on an evaluation of the scope of work, project plan and quality of work expected to be submitted. This can be inclusive of an evaluation of the views of other companies already engaged with the suppliers.
Capacity
Apart from being able to supply the required amount of fuel within the frequency identified, the appraisal would also be inclusive of an evaluation of the success of material supply, financial capacity and conflict resolution issues.
Commitment
Any engaged supplier with ADNOC must strictly adhere to the quality guidelines highlighted in ISO 9001 with the commitment required for the entire period that the contract would be in enforcement.
Control
ADNOC operates through strict policies in their supply and procurement processes. These policies dictate: the channels followed management of the quality of supply, tax issues and fuel quality supplied as shown in appendix 4. Hence, the supplier must abide by the policies, follow the processes, procedures and supply chain. Part of the evaluation would include the capacity of maintaining a consistent and reliable delivery specifically during resource scarcity.
