National Traveller and Roma Inclusion Strategy 2016-2020 by the Department of Justice and Equality.
Answer
Policy overview
Having noticed that Travellers and the Roma are the marginalized people in Ireland, the ministry of state for justice developed an inclusion strategy for the year 2017-2021. The main impact of this strategy on the people is that it will promote equality in Ireland.
For an economy to grow, equality plays an essential role in bringing people together. This policy also aims at bringing integration among all groups of people living in Ireland. In terms of integration, the ministry saw the need to promote harmony and peaceful coexistence among all ethnic groups.
As far as Travellers are concerned, the policy aims at promoting a smooth immigration system in the country. Notably, the implementation of this policy will enable people to travel from one place to another without struggles.
Immigration will be made easy within and outside the country. Because this policy is based on ten strategic themes, its implementation is likely to promote economic growth. For instance, the promotion of education and employment in the Travellers’ economy is directly related to economic development. Generally, the policy has a great benefit for the citizens as well as the entire economy.
Problem conceptualization
This policy targets two groups of people that are the Travellers who represent the nomads who move from one island to another and the Roma community. These are the marginalized group of Europeans from different countries such as Romania. In this case, the problem is based on the census carried out in 2011. The exercise revealed that there are more than 29,000 Travellers in Ireland.
The report also revealed that only 13% of the Travellers’ children completed second-level education compared to more than 90% for the settler community. The problem was measured using quantitative techniques. The problems are expressed concerning the total population of the two communities. For the implementation of this strategy to be successful, the ministry of state for justice will be responsible.
Political ideology
The division of the strategy into different themes is politically driven. This can be used as a campaign tool to convince the general public as far as the performance of the current government is concerned. Mainly, health, education, and employment are politically driven. There are the main areas that most politicians aim to address in the economy.
According to the nature in which the government provides basic services, the marginalized communities are not considered. The population figures show that those who do not have access to healthy food are more among the two communities in question as compared to other settler communities. For instance, 50% of the Travellers reported difficulties in reading medical instructions. This was an indication that they did not have basic education.
Welfare state values
The policy in question seeks to address the welfare of the marginalized communities. In this case, there is the aspect of universalism that is related to the promotion of human rights and other essential services such as education. This policy addresses the strategic development goals, as stated by the United Nations. By addressing health, education, and equality, this policy can be applied universally.
Also, the implementation of the policy will be done in phases. This strategy will help the ministry to ensure that all themes are addressed. The application of the policy in phases will also help the implementers to manage time effectively. Generally, the plan aims at improving the welfare of the two communities. By the end of the policy period, the two marginalized groups will be doing better as compared to their current welfare state.
Impact on social care practice
Concerning the inclusion of health as one of the themes in the said policy, its implementation will lead to the improvement in healthcare services in the country. The inclusion of the Department of Health and Service Executive will examine the way healthcare services are addressed in different facilities.
This will not only be done on the two communities but the entire population. In relation to this activity, service providers will be compelled to offer quality services. In the long run, the policy will have a positive impact on social care practice.
Policy alternatives
Instead of addressing the problem at the ministry level, the government should come up with legislation that subjects all citizens to equal treatment. The legislative authority in the country should make such legislation.
Moreover, the government can provide free education and healthcare services to the marginalized groups to motivate them to use the government’s social amenities. This can be done by constructing healthcare facilities in the areas that are occupied by the marginalized people.
