As a reminder, the PA legislature runs every 2-years (2-year sessions). This January was the start of the 2023-2024 session. Usually, there are multiple bills being introduced in the House and the Senate early in a new session. However, this year is somewhat different. The House Speaker, Mark Rozzi, has stated he will not assign committee chairs, committee members, or introduce any new bills (or bills being re-introduced) until a special committee agrees to vote on legislation pertaining to a statute of limitations in child abuse cases. Since the PA House has NOT assigned any House Committee Chairs or committee members, or introduced new legislation it will be little more difficult to write your letter about a house bill (even if it is in the 2021-2022 session) because you don’t know who the new chair of the committee will be.
The Senate has already assigned committee chairs and committee members and has had some legislation already introduced and assigned to committees. Therefore, if you are still searching for a bill, in this session or in the 2021-2022 session, it will be much easier to pick a Senate Bill since you know who the chair of the committee and members of the committee are. Both chambers are adjourned until February 27, 2023.
Remember, many bills die in committee and the Chair of the Committee has the power to get the bill on the calendar to review and get it out to the floor for a vote. Even if you are writing about a bill that was in a previous session, you’ll want to write to a legislator in this session (2023-2024 session).
